In a recent blog post by Wim, he asked how the Eclipse Foundation (EF) can help solve the tragedy of the commons problem and bug #313479 follows up on this direction by requesting the EF to support individual projects do fund-raising (think Friends of Eclipse at the project level). The committer representatives have shown their intent to raise this issue during the next board meeting, but to be prepared, they need to know if and how other (open source) organizations, communities and projects tackle project level donations.
